Job Description

Argonne National Laboratory is looking for an Emergency Management Specialist; Hazards Analyst to join the Office of Emergency Management, under the direction of the Security and Emergency Services Directorate.

Argonne National Laboratory is one of the top scientific destinations in the world. The Argonne Office of Emergency Management is responsible for implementing comprehensive planning, preparedness, response, and recovery activities related to the site’s all-hazards emergency management program.

As a Hazards Analyst, you will support the all-hazards emergency management program and be responsible for the implementation and continual improvement of the site’s hazardous materials emergency management program. Duties of the position include the identification and analysis of hazardous material risks that could impact the site and public, developing response plans, implementing hazardous materials risk reduction strategies, and ensuring the laboratory complies with applicable DOE and EPA hazardous materials emergency planning requirements.

In this role, you will be responsible for:

  • Serving as a hazardous materials subject matter expert, with an emphasis on site risk reduction, for the Argonne Office of Emergency Management.
  • Supporting the all-hazards emergency management core program through the analysis and documentation of natural, human-caused, and technological hazards that could potentially impact the laboratory.
  • Identifying and screen hazardous materials (chemical, radiological, and biological) for detailed emergency management planning.
  • Performing hazardous material release impact assessments and developing associated emergency response planning documents.
  • Assisting the Emergency Management Officer in meeting institutional and regulatory requirements associated with development, administration, management, coordination, implementation, and maintenance of the laboratory’s All-Hazards Planning Basis and Hazardous Materials Technical Planning Basis Program per Department of Energy Order DOE O 151.1D Chg 1.
  • Accurately completing EPA regulatory documents (i.e. Emergency Planning and Community Right to Know Act reports)
  • Providing hazardous materials subject matter expertise to on-site and off-site emergency response personnel.
  • Participating as a member of the Laboratory’s Emergency Management Team on a rotational basis that may include working for extended hours or during nights, weekends, and holidays.

Position Requirements

Required skills/qualifications:

  • Relevant experience in one or more of the following areas: emergency management, hazardous materials emergency response, environmental science, chemistry, biology, mathematics, physics, atmospheric science, industrial risk management, fire protection, industrial hygiene, health physics, or an equivalent combination of education and experience.
  • An understanding of the basic chemical and physical properties of hazardous materials (chemical and radiological).
  • Proven ability to effectively communicate both orally and in writing with a vast array of individuals across all levels of management at the Laboratory.
  • The ability to work collaboratively with people in a wide variety of job classifications at all levels of an organization. Proven ability to effectively cultivate and foster strong working relationships with team members, laboratory personnel, management, and external contacts.
  • Experience conducting training classes.
  • Ability to interpret and implement policies and procedures as well as to produce professional technical reports, plans, briefs, and other written documents.
  • The ability to multi-task and work independently in a fast-paced environment to produce results involving competing priorities and deadlines.
  • Demonstrated ability to provide technical guidance and direction under emergency conditions and in achieving goals and objectives.
  • Proficient with the use of personal computers and Windows applications (e.g. Microsoft Word, Excel, Power Point, Access, etc.).
  • Ability to obtain and maintain an HSPD-12 security badge.
  • Ability to obtain and maintain a Department of Energy (DOE) L-level security clearance.

Preferred skills/qualifications (training in these areas may be provided):

  • Knowledge of the National Response Framework (NRF), National Incident Management System (NIMS), and the Incident Command System (ICS).
  • Experience conducting emergency management and/or environmental risk assessments.
  • Experience with hazardous materials classification systems, e.g. GHS, NFPA 704, etc.
  • Experience running hazardous materials atmospheric plume models (e.g. Aloha, EPICode, Hotspot)
  • Experience in hazardous materials emergency response and/or management.
  • Demonstrated strong research and writing skills in producing written reports and other materials commensurate with that of a bachelor’s degree.
  • PT3 - Bachelor’s degree and 4+ years of experience, or equivalent, Master's degree and 2+ years of experience, or equivalent.
